How to add a credit card
  1. Under the “Lets get things done” menu that you’ll find across the site, there’s an “Update Payment Method” link, which will take you directly to the “Card on File” block on the Payments page.
  2. Here, you can click on the “Add Credit Card” link on the top-right corner to add a new Credit Card.
  3. Simply follow the steps, and fill out your Credit Card and Billing information to add a new payment method.

How to remove a credit card

  1. To remove a Credit Card, just navigate to the “Card on File” block on the Payments page, where you’ll be able to see all the stored Credit Cards.
  2. Here, you can simply click on the “Trash” icon on the right of any card to remove it.
  3. But be careful! You’re not able to remove the Credit Card that is set as your default payment method.

BKVE electricity bills include the following:

TDU Pass-Through Charges

These charges pay for the delivery or passthrough of electricity from the generation source (power plant) to your home. For example, they would cover the management and maintenance of powerlines, switchgears, and transformers.

TDU (Transmission and Distribution Utility) Pass-Through Charges are set by your regional utility company and approved by the Public Utility Commission of Texas (PUCT).

Retail electricity providers (REPs) receive none of the money from these charges as they are passed directly to the utility company.

Energy Charge

The Energy Charge is directly tied to how much electricity you use at home during a billing period. It can be calculated as your total kWh usage times the energy charge rate. The more electricity you use, the higher your bill and vice versa.

The energy charge is what you pay to your REP.

Miscellaneous Gross Receipts Tax Reimbursement

The Miscellaneous Gross Receipts Tax Reimbursement (MGRT) is another charge that goes straight to your regional utility company.

This is a tax that utility companies must pay if they are doing business within an incorporated city or town with a population of 1000 people or more, per the last federal census.

PUC Assessment

This charge is passed directly to the Public Utility Commission of Texas (PUCT). Your REP does not receive any of this money.

The PUC Assessment is a fee assessed to recover the statutory fee for administering the Public Utility Regulatory Act.

Sales Tax

Sales Tax is added to your bill in the same way that you must pay sales tax when making a purchase at a restaurant, gas station, or clothing store. This tax is imposed by the state of Texas.

BKVE energy bills do NOT include the following:

Base Charges

Many Texas retail electricity providers include monthly base charges on bills up to $9.95. This is supposed meant to cover administrative costs. We believe they are unnecessary charge that exist to increase your bill, so we do not include them in our plans.

Usage Fees

Some energy companies will tack on an additional charge if you consume “too little” or “too much” energy. These charges can add another $9.95 onto your bill. While it’s our goal to help you use the least amount electricity possible to keep your bills lower, we do not believe there is a correct amount of energy. You will not find usage fees, limits, or requirements in our Electricity Facts Labels.

We all need a helping hand sometimes. Payment assistance may be available to qualified customers who have experienced an emergency or temporary hardship impacting their financial status. If you or someone you know needs some assistance, contact the Texas Information and Referral Network by calling 2-1-1 or visiting 211texas.org.

Texas Comprehensive Energy Assistance Program (CEAP)

Available in all 254 counties, CEAP Texas is a utility assistance program providing direct relief toward eligible expenses. Typically, it covers utility bills for the elderly, disabled, and other vulnerable residents on a low income.

Eligibility for home energy assistance is determined per the government’s poverty guidelines. You must be at or below 150% of Federal Poverty Guidelines. However, Texas homeowners receiving SNAP, TANF, SSI, or certain Means Tested Veterans Program payments automatically qualify.

The CEAP home energy assistance program also provides emergency utility assistance in Texas during energy-related crises, such as severe weather events and supply shortages.

CEAP pays for up to six or eight of the highest bills during the year for non-vulnerable households and all remaining bills for vulnerable households.

How to apply for CEAP

To apply, call toll free at 1-877-399-8939 between 8AM and 5PM, Monday through Friday. You will be automatically directed to the CEAP service provider within your county.

Low Income Home Energy Assistance Program (LIHEAP)

LIHEAP is a federally funded program that can provide assistance to homes seeking assistance with the payment of utility bills.

How to apply for LIHEAP

Visit Help for Texans and when filling out the form select “Utility Bill Payment Help.”

Weatherization Assistance Program (WAP)

While the Weatherization Assistance Program is a federally-funded program, it doesn’t offer direct utility bill payment help. Rather, it focuses on improving home energy efficiency so low-income families can reduce their energy bills.

Weatherization improvements such as upgrades to insulation, weather stripping, and window replacements reduce immediate energy needs and can save hundreds of dollars annually.

How to apply for Weatherization Assistance Program

Qualified Texas homeowners should apply online at Help for Texans and when filling out the form select “Weatherization.”

Salvation Army Utility Assistance

The Salvation Army has long been heralded for its efforts in supporting any American or qualified alien in need of help. Their mortgage and utility help is not only available to homeowners but also to any family or individual struggling with the financial or emotional burdens associated with paying for utilities.

United Way Houston

United Way of Greater Houston offers help paying an electric bill in Texas through Baker Ripley’s Comprehensive Energy Assistance Program–essentially a more localized version of CEAP. To qualify, homes must have at least one occupant who meets the stipulated income criteria. 

Texas Department of Housing and Community Affairs (Texas Utility Help)

The Texas Utility Help program is currently closed to new applicants. The organization will continue to make payments to approved applicants until funding runs out.

Qualifying for Payment Assistance Programs

Assistance programs on the Texas Information and Referral Network are administered by local agencies and may have their own applicable eligibility rules. Customers should consult with the local agency of their choice on what eligibility requirements, if any, they have. Note that it may take up to two billing cycles to activate these benefits. 

Additional Assistance

For customers who have experienced a short-term cash-flow issue and need help with late payments or disconnects, consider our late payment waivers or payment extensions program. Under the program, at our discretion, we may waive late payment fees,  provide payment extensions, or deferred payment plans for qualified participants.

At BKV Energy, we believe that everyone deserves a helping hand. We’ve created this program to support customers in need. Under the program, at our discretion, we may waive late payment fees,  provide payment extensions, or deferred payment plans for qualified participants. 

Late Payment Waiver Qualifications

Customers may qualify for financial assistance if they meet any combination of the following conditions: 

  • You have been with BKV Energy for at least nine months and have had no more than one late payment in the most recent nine month period
  • Payment has already been sent but due to extenuating circumstances (e.g., customer portal issues), payment was three or fewer days late
  • You are at risk of disconnection due to being unable to pay the additional late fee amount

Deferred Payment Plans

For customers who meet the requirements, we may provide Deferred Payment Plans (DPP). To qualify for a DPP, customers must meet all of these requirements:

  • An up-front payment of fifty percent (50%) of the amount outstanding is required, and the remainder of the amount is due in equal installments over the next five (5) months
  • You must not have defaulted under a previous deferred payment plan with us or have received more than two disconnection notices in the past twelve months
  • You must have at least three months of payment history with us prior to qualifying for a deferred payment plan
  • Customers with at least three months of payment history with us are eligible
  • Customers with less than three months of payment history may be eligible depending on credit status and prior payment history

Payment Extensions

If you’re facing a short-term cash-flow issue, a payment extension may provide the help you need. Customers who meet these conditions may qualify for a payment extension:

  • An up-front payment of fifty percent (50%) of the amount outstanding is required
  • You must not have defaulted under a previous payment extension with us or have received more than two disconnection notices in the past 12 months.  
  • Customers with at least three months of payment history with us are eligible
  • Customers with less than three months of payment history may be eligible depending on credit status and prior payment history

Payment plans have the following requirements:

  • A one-time 5% late fee may be applied to the past due amount 
  • Payment Extensions must be requested before the bill due date
  • The maximum number of days of the extension is 30 (~1 month). 

If you are on AutoPay, you must contact us at least three business days before your bill is due so we can deactivate your automatic payment.

What are TDU/TDSP charges?

Your electricity bill is made up of two services:

  • the REP or retail electricity provider that sells you your energy (that’s us)
  • the Transmission/Distribution Utility (TDU) — also known as a Transportation Distribution Service Provider (TDSP) in charge of the energy grid in your geographic area that bills you for the delivery or passthrough of electricity from the generation source

While your energy charges are determined by the service plan you’ve chosen (giving you some control over the cost), the delivery charge depends on your location.

There are six TDSPs in Texas, each with its own geographic territory:

  1. Oncor Electric Delivery
  2. AEP Texas Central
  3. AEP Texas North
  4. CenterPoint Energy
  5. Texas-New Mexico Power (TNMP)
  6. Lubbock Power & Light (LPL).

Moving to a territory owned by another TDSP will change the TDU rate you pay.

What do TDU Pass-Through Charges include?

TDU charges include a monthly fixed and a monthly variable charge. These charges are updated twice annually with approval from the Public Utility Commission of Texas (PUCT). Retail electric providers (like BKV Energy) are not allowed to charge a markup on these fees. BKV Energy and other retail electric providers have no control over TDU charges. 

TDU delivery charges are an essential part of keeping the grid operational, and these fees go towards the maintenance of the switchgear and transformers as well as the grid capacity itself.
